Jose Segura

Jose Segura, LICSW, LCSW is the Crossroads Youth Opportunity Center's Program Manager.  Jose earned his Master of Social Work degree from Howard University and was a recipient of a one-year Post-Master's Clinical Fellowship from the Yale University Child Study Center in New Haven, Connecticut. During his professional career, he has worked both as a clinician and as an administrator of social services and mental health programs in the Washington DC Metropolitan Area. A believer of a positive youth driven approach, Jose plans, develops, coordinates, oversees, and evaluates the day-to-day operations of the CYOC.


Deborah Avila
Case Manager

Deborah provides Case Management services at the Crossroads Youth Opportunity Center.  She has a BA in Family Science from the University of Maryland, College Park.  Deborah has experience serving children and youth as a Substitute Teacher with Prince George’s County Public Schools and as a Legislative Assistant with the Children’s Rights Council.  Her interests include attending car shows with her two year old son.  She also plays the tenor saxophone and clarinet.


Carlos Barragan
Youth Development Worker & Education Specialist

Carlos is an educator with extensive experience teaching the Math, ESL and GED classes to at-risk students in the Washington DC area. He has a BA in Education from San Simon University (Bolivia) and a BS in Business Administration from University of Maryland University College. He enjoys reading social and economic literature on Latin America, especially authors Eduardo Galeano and Richard Bach.


Rachel Osborn
Intensive Case Manager

Rachel is an Intensive Case Manager at the Crossroads Youth Opportunity Center, providing ongoing, one-on-one support to at-risk youth and their families. She was born in Miami but grew up in North Carolina, and is a Southerner at heart. Rachel holds BAs in International Studies and History from UNC-Chapel Hill, where she worked extensively with the area's immigrant and refugee community. She spent the last year coordinating a high-school scholarship program in rural Costa Rica. Aside from working with immigrant youth, Rachel is a serious fanatic of the outdoors, biking, and soul food.


Monica Burgos Toscano
Mental Health Therapist

Monica works at the Crossroads Youth Opportunity Center as a Mental Health Therapist.  She has a MSW in Social Work from the Catholic University of America and a BS in Family Studies from the University of Maryland, College Park.  She has worked in the DC Metropolitan area providing mental health services for over ten years.  Monica treats a full spectrum of mental health disorders utilizing psychotherapy, family therapy and cognitive-behavioral interventions, all within a multicultural framework.  In her position as Mental Health Therapist with Identity, Monica is fulfilling her professional interest of working with the immigrant population as well as working with vulnerable youth.  Monica enjoys spending time with her family, reading, listening to music and being outside.


Marvin Esquivel
Youth Development Worker

Marvin implements the Crossroads Youth Opportunity Center’s “Brotherhood” and “Boys to Men” programs for high school and middle school males.  In this position, Marvin uses Positive Youth Development concepts to discuss communication, conflict resolution, sexuality and relationships, HIV and substance abuse prevention.  Marvin co-facilitates at the Noyes Detention Center, providing outreach services for Latino youth.  He organizes recreational activities for our Crossroads clients, including soccer tournaments, hiking trips and retreats.  Outside of work, Marvin enjoys spending family time with his daughter, playing video games, reading and being outdoors fishing or at the ocean.


Mario Martinez
Youth Development Worker

Mario is a Youth Development Worker at the Crossroads Youth Opportunity Center in Takoma Park where he implements the Positive Youth Development Program with at-risk youth.  He provides outreach services to youth reentering their communities from the Noyes Detention Center.  The most enjoyable aspect of his work is making a difference in youths’ lives.  He became interested in becoming a mentor after seeing the need for positive role models while he was growing-up in Langley Park.  As a mentor, Mario tries to make a positive impact by leading by example and in his free time, Mario is active in his church.
